Random Observation(s): Thedas Map

The Anderfels was an Imperium province. So too was Antiva (well, it would only stand to reason, since Arlathan was in northern Antiva, and the city was obliterated by the Imperium for all intents and purposes), and also, the Free Marches would have been held by the Imperium. They held Kirkwall, which is part of the Free Marches, so on, so forth.
Now, Ferelden, which was a BFE Imperium province, has roads everywhere.
Antiva, Rivain, most of the Free Marches...nada. What the heck? And the Anderfels - which was also spitting distance from the main area of Tevinter proper has no roads.
So, there's no Imperial Highway in Rivain, Antiva, the Anderfels, and over half of the Free Marches. Logic? Thoughts?
...Methinks this map was planned poorly.
Does everyone just...fly where they want to go? Or take eluvians? Or maybe they just...oh, I don't know, appear wherever they want to go? Nations and city states that survive off of trade (Antiva, the Free Marches, Rivain) would require roads, don't you think? So, why does the Thedas map have NO ROADS for these places?
The only remotely plausible reason I can come up with is that the Thedas map we have was one drawn by Ferelden cartographers, covering areas that they found important with the most accuracy.
One problem with that is this:
Why would they have Tevinter and Nevarra mapped out so well? And also, since the Free Marches are so close, wouldn't you think that they would be the most traded with? So, that would mean that mapping those roads would be important. And as to why Orlais would be well mapped for a Ferelden Thedas map, would be because of the Occupation, etc.
And even I find those reasons to be rather thin.
Thoughts?
