The Bannorn?

Is it a singular noun, referring to the area on the map, or is it a collective term for the nobles with the title of bann? More specifically, if Alistair is drafting a letter that will be copied to the banns of that area, would he tell Eamon that he's writing "to the Bannorn"?

The actual situation is that Alistair is writing to the banns of the Bannorn, to inform them that he's going to be stopping by for a visit, if that clarifies things at all.
