Bioware's already got a rep for including sex and romance in their games; I doubt that's it.

The real reason, I suspect, is a combination of things. DAO was in development for almost 11 years, during which time they had plenty of time to do a toolset, with the assumption that fans would create mods like they'd done with every other Bioware RPG.

Then EA bought them. From EA's perspective, allowing users to create their own content is a bad thing, because if people can make their own content, why pay for things like the item pack DLCs? This is something that's been a huge issue with the Sims; Sims 3 is post-EA, and it's much more difficult to mod, and every patch breaks half of the available custom content. Meanwhile, EA is pushing their content from the Sims store.

The third reason is that DA2's development was rushed. and right now, if they do any more with it, it's going to be bug fixes, especially since a lot of modders have done wonders just with what they have. So it's not a priority.
