OK, I found the tattoo file and added it to the zip file at Nexus. I also found the mod that included it and added a link to the mod to the file description (and credited the modder for their work, very important).

Please try the new file and let me know if it fixes all of your issues, as well as having all the other mods loaded that need to be loaded.
